Pavati Tax Service is owned and operated by Sandy Joscelyn, Enrolled Agent & Certifying Acceptance Agent and Martin Riggs Tax Preparer.
Sandy Joscelyn has been a bookkeeper & payroll clerk for over 20 years. She passed her Enrolled Agent tests in 2018 and became a Certifying Acceptance Agent in 2019. In order to keep her Enrolled Agent status she must take 72 hours of Continuing Education every 3 years, with a minimum of 16 credits each year. She has a Bachelors of Science in Computer Information Technology. She retired from Russell County Hospital in May 2025.
Martin Riggs has been a tax preparer since 2019, has passed the ATP test in the past and continues to take Continuing Education to keep up on tax updates. He has an Associates Degree in Industrial Maintenance and his full time job is an Advanced Emergency Medical Technician with Casey County EMS.
We have had a brick and mortar presence in Liberty, KY since 2019. We moved a few times, but have found our forever location at 462 Middleburg St, Liberty, KY.
